Where can I access a website that offers free or cheap services for credentials for international students?

My cousin lives in Ecuador and wants to come study here, but she needs to get credentials for her classes back in Ecuador so she can study here. I've tried to look for free credential websites, but so far I've been unsuccessful, does anyone have an idea of where I can go find one, or at least a cheap website?
